Per the flyer, 'limited free fixtures are available' to households who complete the 
Resident Interest Form - Water Saver California

 These fixtures include water efficient toilets and water-efficient shower heads.

Appointments for installations are only available for 3 days, from 1/22/25 - 1/24/25 on a first come, first serve basis.
